Joel R. Garcia is Vice President of Construction & Engineering for Norwegian Cruise Line Holdings, bringing more than 20 years of experience leading complex infrastructure, utility, port, and capital development programs. Since joining Norwegian Cruise Line Holdings in 2024, Garcia has directed the execution of several landmark projects on Great Stirrup Cay, including a new double-berth pier, the 28,000-square-foot Great Life Lagoon pool and the nearly six-acre Great Tides Waterpark. In addition, Garcia manages island-wide utility and operational systems, including electrical generation and distribution, water and wastewater treatment, potable water distribution, roadways, crew accommodations, dining facilities, warehouse operations, and other supporting infrastructure essential to the island's success.

Recognized for building high-performing teams and delivering complex projects safely and efficiently, Garcia plays a key role in advancing Norwegian Cruise Line Holdings’ destination development strategy while enhancing guest experiences and strengthening operational resilience to support in the long-term.

Prior to joining Norwegian Cruise Line Holdings, Garcia held senior leadership roles at Florida Power & Light (FPL), where he led multidisciplinary engineering teams and managed major infrastructure initiatives across South Florida. He created and oversaw FPL’s underground infrastructure hardening program and directed engineering programs for significant port, commercial, healthcare, corporate, and urban development projects throughout the region.

He earned both a bachelor's degree and master's degree in Civil Engineering from Florida International University.
