is there a waterfront walkway on the epic, and also, i will be in rome, does the shore excursion take us to the Borgese gardens

Deck 7 features an open area for walking, jogging, or playing deck games such as shuffleboard, but the Epic does not have the same Waterfront area on Deck 8 as the Breakaway class ships do. The Epic does not have outdoor dining for the specialty restaurants, for example. In looking through the descriptions for shore excursions available in Rome, I could not find any that mentioned the Borghese Gallery or Borghese Gardens. Your best bet would be to take one of the "Rome On Your Own" excursions and then either walk or use public transportation in the city to get to the museum. We visited the Borghese three years ago when we spent a few days in Rome between cruises on the Epic and the Spirit. We spent about two or three hours in the museum. We were there in May, before the busy tourist season, and I don't recall having to make a reservation for a specific time nor being limited to just a two hour visit. You probably should check with the museum for current conditions. The museum architecture is beautiful, and the collection of statues are amazing. The museum is located on the grounds of the Villa Borghese Gardens. If you take the "Rome On Your Own" tour, the bus usually will drop you off and pick you up near the Colosseum, about a 45 minute walk from the Borghese.

On the EPIC which deck is the actual studio lounge located on - deck 11 or deck 12?

The studio lounge amenities are on Deck 11 forward, but there is a walkway through it on Deck 12 and stairs in it to go from 12 to 11.

There is a water slide on Decks 16 & 17 but no waterfall. The Breakaway and Breakaway Plus class ships feature a Waterfront promenade on Deck 8 but the Epic does not.

It looks like your room is directly above a life boat, so you won't be able to look straight down to the sea, but otherwise there is no restriction on the view from your balcony.

I have cruise booked in Feb. What can I expect? Less capacity. No buffet. No shows. Etc etc.

Based on the information which NCL has released so far, it is likely that the ships may be sailing at less than full capacity at that time. The buffet no longer will be self-serve, with staff serving all portions. It is possible that the buffet may be converted into a restaurant with fixed meals, but that seems unlikely. You should still be able to choose individual items. They just will be served to you instead of you serving yourself. The other restaurants may have some seating removed to spread the tables farther apart. There will still be shows, but some of the theater seats may be removed or blocked to promote social distancing. It is likely that face masks will be required at times and that frequent hand washing will be encouraged.

Unlike some cruise lines which assign a name to each deck, on the vast majority of NCL ships the decks have no official designation other than a number. So the name of deck 14 on the Epic is simply "Deck 14."

Yes there is. To the best of my recollection, there are two of them, located near the pool, although I don't remember if they actually are on the pool deck or on one of the decks overlooking the pool.
